JWA Consulting Engineers, Inc., which was acquired by Eastern Sierra Engineering in 2010, prepared the site and utility design for the Tamarack Lodge located near the Gondola Top Station at Heavenly Mountain Resort in El Dorado County, California.

Project Description
The project included the construction of an approximately 15,000 square foot lodge with an outdoor patio, access roads, walkway connections to the Gondola Top Station, modifications to ski lifts, utility extensions and site restoration. The lodge was built into a slope and the excess soil and rock material excavated from the slope was incorporated into the surrounding areas. The area of disturbance, including construction staging and storage areas, was limited as much as feasibly possible; the total area of project disturbance was 4.3 acres.
The project was subject to the discharge requirements of the California Regional Water Quality Control Board, Lahontan Region (Lahontan), and the Tahoe Regional Planning Agency. The project services included the preparation of the Storm Water Pollution Protection Plan (SWPPP) for the site, as well as assisting Heavenly in obtaining other regulatory permits. The project was subject to the requirements of the State Water Resources Control Board Order for the Lake Tahoe Basin and was reviewed and accepted by Lahontan.
The SWPPP included the identification of the construction materials and activities that had the potential to contribute pollutants and sediment to stormwater runoff; temporary controls and methods to minimize contributions; and monitoring protocol for visible and non-visible pollutants for storm and non-storm related discharges.
In addition to preparation of the SWPPP and filing the Notice of Intent, services also included training representatives from the general contractor and Heavenly Mountain Resort on the requirements contained within the SWPPP. Services also included filing the annual compliance certification with Lahontan. Heavenly personnel were responsible for conducting inspections and monitoring during construction.
